The Direct Vision Standard (DVS) and Heavy Goods Vehicle (HGV) Safety Permit initiative necessitates that operators of trucks weighing over 12 tonnes gross vehicle weight secure a safety permit prior to entering and operating within much of Greater London. Failure to do so may result in the issuance of a Penalty Charge Notice (PCN). Since 2020, a minimum 1-star rating has been mandated, but starting from October 27th, 2024, this requirement will increase to a 3-star rating. Vehicles failing to meet this 3-star rating must install a Progressive Safe System to continue operating in London.

Transport for London (TFL) brought in the Direct Vision Standard (DVS) in October 2019 to make London safer for both pedestrians and cyclists. From October 1 st 2020, all HGVs over 12 tonnes must have a safety permit to enter or operate in Greater London. However, in order to receive the permit, hauliers must take steps to ensure their vehicles are correctly equipped to operate in the busy streets of London.

From October 26 th  2020 – All 0 star rated HGVs over 12 tonnes will need a ‘Safe System’ in place or they won’t be able to operate

From October 26 th  2024 – All HGVs rated 0 to 2 stars will be banned from entering Greater London without a ‘Progressive Safe System’

Each vehicle type / model per manufacturer will have a star system. Using the VIN number of the vehicle, you can enquire about the star rating to your vehicle manufacturer. The DVS rates HGVs from 0 (lowest) to 5 (highest), based on how much a HGV driver can see through their cab windows.

To achieve the ‘Safe System’ status, all zero star rated vehicles need to install the following equipment by October 26th 2020 as a minimum:

  • Class V and VI cameras or mirrors should be fitted to the nearside and front of the vehicle.
  • Audible left turn alerts
  • Side-underrun protection on both sides of the vehicle
  • Close proximity sensors and driver alerts
  • Nearside fully operational camera monitoring camera system
  • External warning stickers

For fleet operators who currently have one or two star rated vehicles, the ‘Progressive Safe System’ will be reviewed in 2022. All zero star-rated HGVs will be banned or restricted from London roads in October 2020 unless they have a Safe System in place. Fines of up to £550 will be issued to operators of any HGV entering without a safety permit.
